EPA managed a high-level technical team and undertook numerous EIR-related assignments for a revised residential project on the Ambassador College property in the City of Pasadena. The project evolved from the Church’s earlier proposal to develop the site with a range of residential and commercial uses with a new development team. As with the first proposal, the project implemented the City’s West Gateway Specific Plan and preserved some of the City’s most important turn-of-the-century mansions, but would not have preserved the Ambassador Auditorium. The EIR included an extensive urban design analysis and a traffic study based on the Citywide model adopted as part of the City’s Mobility Element update. The EIR also included the City’s first water supply assessment under SB 610 as well as an assessment of project compliance with a recently revised tree ordinance. The EIR process was terminated when the property was sold to different owners.
