EPA prepared an expanded MND and Initial Study for a 167-unit for-sale residential project adjacent to one of downtown Los Angeles’ most recognizable landmarks – the Eastern Columbia Building. Historic compatibility and sensitivity were the focal point for the CEQA process and the MND was processed and adopted without any opposition or delay.
